With almost 8.5 million flights on an annual basis – a number that is expected to grow exponentially over the next few decades – European airspace runs a serious risk of becoming increasingly congested. Indeed, at times this is already the case, as EC inquiries with regard to airport handling pointed out in late 2010. In order to effectively mitigate this problem, intelligent action is required. Fortunately, there are several joint initiatives already in place to overcome this challenge. Chief among which is the Single European Sky program, which proposes a unified air-traffic system that fully facilitates the anticipated growth-rate.
Bridging the gap
Although CJConsultancies enthusiastically subscribes to these views and initiatives, we also realize that major endeavors require major commitment. As an independent airline expert with over 40 years of international experience in a wide variety of advisory roles, we strive to create that commitment. By bridging the ‘traditional gap’ between Airline Operators and Air Navigation Service Providers for example. And by bridging the gap between the ATM community and the European Commission. • Flight Plan Adherence Campaign, of which the Flight Level Adherence Days on September 30 and October 01, 2010 were a part. By improving the Flight Plan Adherence, the capacity in the relevant Air Traffic Control sectors will similarly improve. • Short Term Air Traffic Flow and Capacity Management Measures (STAM), which consists in smoothing the sector workload by reducing traffic peaks using short term measures, such as small ground delays, flight level capping, or small re-routings applicable to a small number of flights and making the traffic less complex for ATC. STAM aims to improve ATFCM by 2013. (The dynamic Demand Capacity Balancing (dDCB) concept of SESAR). • The integration of the Airport (and the Airline Operator) in the European Network like the exchange of information between Airline Operator, Airport, ANSP and Eurocontrol, Slot Swapping between flights and Inbound Priority Sequencing (IPS).
